This guide aims to accelerate the flexibility and responsiveness of learning systems within the European Training Foundation’s partner countries, by providing guidance on the design, issue and recognition of micro-credentials. It has been prepared as part of ETF’s thematic support for the qualifications systems of ETF partner countries including Türkiye, Algeria, Egypt, Libya, Morocco, Tunisia and countries in the Western Balkans, the Eastern Partnership, the Southern and Eastern Mediterranean, as well as Central Asia.

Guide to design, issue, and recognise micro-credentials

Abstract

This guide supports the development, issuance, and recognition of micro-credentials, enhancing the flexibility of learning systems in European Training Foundation (ETF) partner countries. It provides tailored recommendations for policymakers, learning institutions, accreditation bodies, and employers across regions such as Türkiye, North Africa, the Western Balkans, the Eastern Partnership, and Central Asia.

The guide is based on extensive consultations with 140 experts, including contributions from the ETF. It draws insights from global best practices and aims to facilitate broad adoption and ownership by practitioners.

Designed for decision-makers in education and workforce development, the guide serves both formal and alternative learning providers. As the first of its kind, user feedback is encouraged to refine future editions.
