This report presents the OEPass project’s proposal for a European Learning Passport system to recognise and verify open education credentials. The project addresses challenges in recognising micro-credentials from MOOCs and other non-formal learning by creating a standardised meta-data format aligned with ECTS and EQF frameworks. The proposed solution combines blockchain technology for secure verification with a digital passport where learners can store and share credentials from various providers. The system aims to bridge formal and non-formal education, enhance student mobility, and enable automated recognition processes while maintaining trust and transparency in credential verification across European higher education institutions.
