This SHARE project report examines digital credential recognition systems and their implementation needs in ASEAN countries. It covers global standards like the European Learning Model, ELMO, and Open Badges, analyzing applications including student mobility management (Erasmus Without Paper), digital credentialing platforms (Europass, Digital Credentials Consortium), and credential transfer systems (EMREX). The study reveals most ASEAN institutions still use paper-based or PDF credentials, facing challenges in technology infrastructure, security concerns, and policy gaps. Key recommendations include developing regional digital credential systems, aligning with EU standards, establishing inter-institutional agreements, creating a Centre of Excellence, and prioritizing student data sovereignty and interoperability.
