Blueprint reference architecture – European Higher Education Interoperability Framework

Abstract

European universities are getting better at sharing data, but they’re not there yet. This new blueprint shows how higher education institutions can work together more smoothly.
The European Digital Education Hub created this framework to tackle real problems. Students struggle when their credits don’t transfer between universities. Educators can’t easily share teaching resources. Academic records get lost in translation.

The blueprint covers eight key scenarios that universities face every day. These include helping students discover courses, applying for programmes, accessing shared tools, and earning recognised credentials. Each scenario gets a detailed technical roadmap.

The framework isn’t just theory. It’s built from real experiences of university alliances across Europe. These institutions tested different approaches and shared what actually works.

Universities can use this blueprint to assess their current systems. They’ll spot gaps and see practical steps forward. The goal? Students move between institutions without bureaucratic headaches. Educators collaborate across borders. Academic achievements get recognised everywhere.

It’s about making higher education work better for everyone involved.
