Dr Justin Fenech

I am a Notary Public dedicated to driving innovation and positive change in education. I have extensive expertise in education policy, research, NGO development, project management, and EU funding.

I began my career in 2005 after earning a Doctor of Laws degree from the University of Malta. During my university years, I was active in student representation. I served as President of the Kunsill Studenti Universitarji (KSU) and Chairperson of the European Students’ Union (ESU). These roles gave me valuable experience in multi-level stakeholder consultations at national and international levels.

My research interests focus on quality assurance in e-learning and cross-border higher education. I have authored several publications on these topics and delivered keynote speeches on education policy at conferences organised by the European Commission, UNESCO, OECD, and the European Students Union. I also contributed to creating the European Quality Assurance Register for Higher Education (EQAR). UNESCO commissioned me to produce a research document on using the UNESCO/OECD Guidelines for Quality in Cross-border Higher Education.

In 2009, I co-founded KIC with my friend Anthony. Together, we continue to serve as Directors, using our expertise to foster innovation in education.

Alongside my role at KIC, I maintain an active notarial practice and am committed to community development. I have been involved in NGO work for the past 25 years, most recently as President of Swieqi United Football Club. There, I oversaw the establishment of one of the largest football clubs in Malta, with a thriving academy, seven competitive football squads, and two futsal squads. I also served as Deputy Mayor of Swieqi from 2012 to 2019.
